For many years, the Maryland State Police, Barracks "U", and the Sheriff’s Office have
had separate Investigative Units. Each unit would handle investigations where their
respective agencies arrived on a crime scene first. Information sharing between the
two units was at a bare minimum. Recognizing that sharing information about suspects
and crimes is essential to effective police work, we first attempted informal meetings
at the local firehouse between the two investigative units. The State's Attorney's
Office would run the meetings as a facilitator, with each investigator detailing the
facts on their active cases to gain insight, ideas and potential leads from the other
investigators present. While this was helpful, it certainly wasn’t the best solution
to this problem. Recognizing that a more permanent plan was needed to ensure constant
communication amongst the investigators from both agencies, Sheriff Mike Evans, Maryland
State Police officials, then State’s Attorney Robert Riddle and then Deputy State's
Attorney Laura Martin worked to form a cohesive unit which would be made up of the best
investigators from each agency. Today, this unit is known as the Calvert Investigative
Team and its existence has significantly raised the County’s crime closure rate. Recently,
Maryland State Police Superintendent Terrence Sheridan, Sheriff Mike Evans, and State's
Attorney Laura Martin signed a new Memorandum of Understanding (MOU) to keep the CIT unit
functioning in our county.
